Qatar has launched the first phase of Moawen, an official digital platform designed to manage domestic worker recruitment through one system.
The Ministry of Labour said the platform connects employers, licensed recruitment agencies, and domestic workers while allowing many recruitment steps, from reviewing agency offers to signing contracts and paying fees, to be completed online.
Moawen was launched on September 9, 2026, after an earlier pilot phase.
How the Moawen Recruitment Process Works
The Moawen platform brings the domestic worker recruitment process into one digital system, but the process still starts with approval through METRASH.
According to Marhaba Qatar, the recruitment journey follows these steps:
- Get approval for the recruitment visa through METRASH.
If you already have recruitment approval, you can proceed to Moawen. - Log in to the Moawen platform.
After applying through METRASH, the approval should appear in Moawen. This may take up to 24 working hours. - Start the recruitment process.
- Enter your requirements for the domestic worker you want to hire.
- Review offers from licensed recruitment agencies.
- Schedule an interview with the worker.
- Agree on the recruitment cost with the selected agency.
- Sign the recruitment contract.
- Pay the recruitment fees electronically.
- Complete the visa and Qatar Visa Centre process.
The visa is issued through METRASH, and an appointment is scheduled at the Qatar Visa Centre. The appointment details must then be entered into Moawen. - Wait for the domestic worker’s arrival.
Once the worker’s residence permit is issued through METRASH, their QID details will automatically appear in the Moawen platform.
The system also allows users to authenticate contracts, make electronic payments, track applications, and authorize a family member to complete certain recruitment procedures on their behalf.
More Protection Against Fraud
The Ministry of Labour said Moawen is the official approved digital platform for domestic worker recruitment services in Qatar.
This is important for residents and workers because fake recruitment websites and unauthorized middlemen can put people at risk of fraud.
The system is also connected with government services to verify information and speed up some procedures.
Users can receive updates about their applications, while the Ministry can better monitor recruitment agencies and their compliance with regulations.
Domestic Workers to Get More Access Later
The first phase is mainly focused on recruitment procedures, but more services are expected in later stages.
The Ministry said future updates will allow domestic workers to log in and view their own contract details and employment conditions.
A knowledge base and an AI-powered chatbot are also planned to help workers understand their rights and responsibilities.
This could make it easier for workers to check important employment information directly instead of depending only on employers or recruitment agencies.
