Filipinos who have worked abroad for many years could receive additional financial support during retirement under a proposed law creating a separate pension fund for Overseas Filipino Workers (OFWs).
Senate Bill No. 252, or the proposed OFW Pension Act of 2025, seeks to establish an OFW Pension Fund and provide qualified retired overseas workers with at least Php 5,000 per month.
For OFWs in Qatar, however, it is important to understand that the proposal has not yet become law.
Proposed Rules Require 15 Years of Overseas Work
Under the Senate bill, an OFW would generally need to be at least 60 years old upon retirement and have accumulated at least 15 years of overseas employment.
The proposal gives particular attention to OFWs in manual, skilled, and technical occupations involving physical labor, specialized training, or vocational skills.
Many Filipinos have spent years or even decades working in Qatar, making retirement planning an important concern for long-term overseas workers.
Pension Would Be Separate From SSS and GSIS
The proposed OFW pension would not replace an OFW’s SSS or GSIS pension.
Instead, the bill states that the OFW pension would be separate and distinct from benefits provided through these existing retirement systems.
Qualified OFWs would receive at least Php 5,000 monthly, subject to a pension plan that would be established by the Department of Migrant Workers (DMW).
The DMW would also manage the proposed OFW Pension Fund and develop detailed eligibility rules with other government agencies.
Another Pension Bill Is Pending in the House
A similar measure has been filed in the House of Representatives.
House Bill No. 11257, filed on September 10, 2026, also proposes an OFW Pension Fund.
As of the latest official House record, HB 11257 remains pending with the Committee on Overseas Workers Affairs.
Further legislative action is therefore needed before an OFW pension program can actually begin.
What Qatar OFWs Should Watch Next
There is currently no application or registration process for this proposed Php 5,000 monthly pension.
Filipinos in Doha and elsewhere in Qatar should be cautious if they encounter posts asking them to submit personal information or pay fees to register for the benefit.
If the proposal eventually becomes law, the government would still need to release detailed rules covering funding, final qualifications, documents, and application procedures.
Until then, OFWs should treat the Php 5,000 pension as a proposal to monitor, not an existing benefit they can claim.
