Qatar-based overseas Filipino workers flying back to their jobs can now have their OFW status electronically checked through the Department of Migrant Workers’ e-Verify system, helping eligible workers claim their NAIA terminal fee exemption or refund.
The system allows participating airlines to verify an OFW’s travel clearance digitally. Workers can present their passport and digital OFW Travel Pass, which is available through the eGovPH app.
For Qatar-based workers, this is particularly useful because Qatar Airways is among the airlines connected to the DMW e-Verify system at NAIA.
Qualified OFWs are exempt from Philippine travel tax and airport terminal fees upon proper proof of entitlement. If the terminal fee was already included in an OFW’s airline ticket, the e-Verify process can also help establish eligibility for the applicable refund.
Qatar Airways Among Airlines Using e-Verify
The process has become more convenient for OFWs using participating airlines at Ninoy Aquino International Airport (NAIA).
Qatar Airways was among the first 24 international airlines reported in July 2026 (now a total of 37) as connected to the DMW e-Verify system.
Under the system, an eligible OFW can present a valid passport and the digital OFW Pass through the eGovPH app during check-in.
Airline personnel can then electronically check the passenger’s OFW travel clearance. The system can also help process the applicable terminal fee exemption or refund.
Already Paid the Terminal Fee?
Some airline tickets may already include the airport terminal fee in the total ticket price.
For eligible OFWs, this can mean that the amount needs to be refunded instead of simply removed during booking.
The newer e-Verify process helps participating airlines identify qualified OFWs electronically and process an exemption or refund where applicable.
The exact refund process can depend on the airline and how the ticket was purchased. OFWs should therefore check with their airline if they notice that a terminal fee was already collected.
How to Access Your OFW Travel Pass
Returning workers covered by the system can access their pass by downloading or opening the eGovPH app.
Go to National Government Agencies (NGA) > DMW > Balik-Manggagawa > Travel Pass.
The OFW Travel Pass profile and QR code will then appear in the app. DMW says the initial coverage includes rehire or returning workers, including those who previously obtained OEC exemptions through its online systems.
Workers whose contracts have expired may be asked to update their employer and jobsite information before a Travel Pass can be generated.
What Qatar OFWs Should Do Before Flying
OFWs returning to Doha or elsewhere in Qatar should check their DMW information before their flight and make sure they can access their OFW Travel Pass.
Keep your passport and digital pass ready during airline check-in.
If a terminal fee appears to have been included in your ticket, ask your airline whether the exemption can be applied or whether you qualify for a refund.
DMW also says printed OFW Passes issued through its existing online services continue to be recognized as valid exit clearances and proof of overseas employment.
