Filipino workers in Qatar whose OWWA membership has expired may still have access to financial assistance during difficult situations.
The Overseas Workers Welfare Administration (OWWA) offers a Welfare Assistance Program (WAP) that provides cash relief to qualified active and inactive members and their families.
The program is intended for OFWs who are not eligible for assistance under OWWA’s other existing social benefit programs.
Five Situations That May Qualify for OWWA Cash Aid
OWWA identifies five types of assistance under WAP.
1. Calamity assistance
This covers qualified workers and families affected by natural disasters, emergencies, political unrest, and similar crises.
2. Bereavement assistance
Families of deceased OWWA members may qualify if they are not covered by the regular death and burial benefit.
3. Disability assistance
OFWs who experience disability because of accidents or crimes may qualify for financial relief.
4. Medical assistance
Workers facing medical conditions not covered by OWWA’s MEDPlus program may request assistance.
5. Relief assistance
This covers certain cases of mass layoffs, company bankruptcy, and displacement caused by economic, political, or health crises.

Can Qatar OFWs Apply With Expired Membership?
Yes, inactive membership does not automatically disqualify an applicant from WAP.
However, eligibility depends on the worker’s circumstances and whether another OWWA benefit already covers the situation.
This is different from programs that specifically require active membership.
OFWs who want to maintain their membership can read our guide to renewing OWWA membership online.
For an overview of other available assistance, see our complete guide to OWWA benefits and programs.
Where Qatar-Based OFWs Can Request Assistance
Workers in Doha and other parts of Qatar can contact the Migrant Workers Office (MWO) and OWWA’s overseas welfare office.
OWWA Qatar contact details:
- Email: qatar@owwa.gov.ph
- OWWA Hotline: +974 3092 1758
- MWO Email: mwo_qatar@dmw.gov.ph
- MWO Hotline: +974 3318 2459
Applicants should explain their circumstances and ask which documents are required for the assistance category they need.
Families in the Philippines may also contact the nearest OWWA Regional Welfare Office or call the OWWA hotline at 1348.
What Qatar OFWs Should Know
The Welfare Assistance Program remains an option for certain inactive OWWA members and their families.
However, an expired membership does not guarantee cash assistance.
Workers should first confirm eligibility and documentary requirements through OWWA before submitting an application.
